What is the IMMAP?
The Information Management Maturity Assessment Program (IMMAP) was launched by PROV in January 2016.
Running every two years, the program requires departments and key agencies to undertake a survey assessment of their information management (IM) practices using PROV’s Information Management Maturity Measurement (IM3) tool. PROV then analyses and reports to Victorian government on the results.
The IMMAP aims to provide:
- a high-level overview of information and data management maturity for participating Victorian government organisations
- a mechanism for identifying and initiating information and data management enhancement opportunities in Victorian government
- an evidence-base to inform the strategic direction and priorities for information and data management decision makers across Victorian government.
The program also assists individual organisations within Victorian government to:
- self-assess their performance against information and data management requirements and best practice
- gain valuable insights and evidence into their own information and data management trends and gaps
- develop potential internal and collaborative information and data management opportunities and initiatives.
IMMAP reporting
For each round of the IMMAP, PROV has produced an Information Management Maturity Current State Assessment Report, which outlines:
- maturity level ratings for each IMMAP participant
- average maturity levels for various aspects of information management and data management
- recommendations for information and data management enhancement opportunities.
The IM3 tool is extensively revised prior to each round of reporting. The 2023-24 review included:
- four new questions about the context of the assessment submission
- a division of the 17 questions regarding information management into two separate sets of information management specific and data management specific questions
- six new optional data management questions.
As a result, the 2023-24 IMMAP report contains more information and is larger than previous reports and was divided into multiple parts.

Next steps
PROV aims to continue to run the IMMAP and collect, analyse, and report on IM3 maturity level ratings every two years.
The next report will be issued in 2027 for the 2025-26 financial year.
