The Public Records Advisory Council

The Public Records Act 1973 (the PR Act) established the Public Records Advisory Council (PRAC) to provide advice to PROV. PRAC also advises the Minister on administration of the PR Act and promotes cooperation between PROV and other government agencies. Council members are appointed by PROV's responsible Minister, currently the Minister for Government Services, The Hon. Natalie Hutchins MP. Council members bring a wealth of knowledge and experience to PROV.

Andrew Campbell is an Adjunct Professor of Practice at Monash University’s Emerging Technologies Research Lab and a faculty member of the Australia and New Zealand School of Government. He is also Founder of the Campbell Advisory Group where he acts as an independent adviser to organisations specialising in governance, risk and integrity. Andrew has previously held executive positions in the Department of Justice and Community Safety and the Department of Premier and Cabinet in a career that spanned more than 25 years, which included providing advice and support to six Premiers.

Representative for Information Management and Recordkeeping, Digital Information Management, Privacy and Data Protection

Kylie Auld is the Director of Knowledge, Privacy and Records at the Department of Education and has more than 15 years’ experience leading award-winning records management reform projects in Victorian government. In both her current and former role at the Department of Health and Human Services, she has gained extensive knowledge and experience driving agency compliance with mandatory standards established under the Public Records Act 1973. Kylie is currently overseeing a multi-faceted program to implement a key recommendation of the Board of Inquiry into historical child sexual abuse at Beaumaris Primary School and certain other government schools which includes a major project to transfer Victorian government school records to the state archives.

Bonnie Chew is a proud Wadawurrung woman and the Director of Mirriyu Cultural Consulting. She brings to the Council extensive knowledge of Aboriginal cultural heritage management, reconciliation, incarceration, genealogy, health, education and mental health first aid. Bonnie also serves as a Council Member of the Victorian Aboriginal Heritage Council and an Indigenous Independent Prison Visitor.

Diane Gardiner

 

 


 

Diane Gardiner AM has extensive knowledge and understanding of the records held at the Public Record Office Victoria (PROV), and their enormous value to family historians and genealogists, having worked at PROV for over ten years. She worked as Manager, Community Access at PROV, and then held the position of General Manager Old Treasury Building until she retired. Diane has worked in the museum and heritage sectors for over 30 years gaining International and Australia wide experience and networks across the history and cultural sectors. Diane has held a number of executive roles in museum organisations as Chair of the History Council of Victoria and a board member at Her Place Women’s Museum Australia. She is currently Honorary President of the La Trobe Society. She has gained a number of awards and fellowships for her work in the History, Museums and Museum Education sectors. Diane has worked closely with the Genealogical Society and the family history branch of the State Library of Victoria and has a keen personal interest in the study of family history.
 

Representative for Information Management and Recordkeeping, and Local Government

Rosemary Kaczynski has extensive experience in both the public and private sectors over several decades in information and records management. As both a practitioner and Consultant, Rosemary has developed an acute understanding of information and recordkeeping issues and requirements from various perspectives in both the paper and modern digital environments. She has had regular interactions with PROV over her time in the industry including having worked closely with all the Keepers of Public Records, and had input on various Standards, and training over that time. She has also lectured in recordkeeping at several Universities. Rosemary is particularly focused on digital recordkeeping, citizen rights and ensuring the minimisation of over capture of information in Government. She is currently employed by the Department of Justice and Community Safety. Rosemary is also a RIMPA Certified Auditor of recordkeeping systems.

 

Representative for Historical Research (Academic)

Prof. Nell Musgrove is a Professor of History at Australian Catholic University with a particular interest in 19th and 20th-century social and cultural histories of Victoria. Her research examines the history of child welfare and carceral institutions and she is an advocate for historical research being conducted in partnership with people from communities with living experience of those systems. She believes in history’s capacity to inform the present, including challenging the ways society responds to about social justice debates.

Jacqui Pitt is a lawyer admitted to practice in Australia and New York, USA and an executive in the Victorian Government. She is currently the Director, Child Protection Policy and Legislation at the Department of Families, Fairness and Housing. Jacqui is a recipient of the General Sir John Monash Scholarship, which supports overseas postgraduate study for those who demonstrate excellence in their field, leadership aptitude and are motivated to contribute to a better future for Australia. With her scholarship, Jacqui completed her Master of Laws at Columbia University. While based in New York, she worked as a lawyer in the field of family violence and gun violence prevention and undertook research into compliance with family violence laws. She has previously held roles in the Department of Premier and Cabinet and in commercial intellectual property litigation.

Nicola Quin was appointed as Chief Operating Officer at the Department of Justice and Community Safety in August 2025. Prior to this, Nicola held a range of Deputy Secretary roles in housing and public health, including as Deputy Secretary Corporate and Delivery Services at the Department of Families, Fairness and Housing from June 2022 to August 2025. Nicola has extensive experience overseeing complex service delivery, operational and policy reform including within the Department of Premier and Cabinet and is also a Board member of the Institute for Public Administration Australia (Victoria).

Andrew Young is a former Clerk of the Parliaments in Victoria and Clerk of the Legislative Council, responsible for producing and maintaining many of the permanent records of law making and deliberations by the Parliament. Andrew understands and values the important relationship and trust that the PROV has with those who contribute to the permanent record of the State. Andrew works as a consultant and as a Research Fellow at Deakin University’s School of Humanities and Social Sciences. His work involves governance, integrity, benchmarking and reform in parliaments and related institutions in Australia and overseas. Andrew is an independent member of the Audit Committee of the Department of the Senate and chairs the Advisory Board of Deakin University’s Bachelor of Philosophy, Politics and Economics Degree.

Dovid Clarke is the Victorian Government’s Chief Information Security Officer and Executive Director Data and Digital Resilience. He brings over 20 years-experience in information and operational technology, security, risk, and resilience. Dovid's career begun as an Officer in the Australian Army, serving for ten years, and seeing time in Australia and the Middle East. Dovid has held senior roles in Cyber Security and Operational Resilience at the John Holland Group and Sydney Airport.

Tessa Piper is the Executive Director of Digital and Strategic Policy at the Department of Government Services. She has held senior executive roles across social policy, justice, and government service delivery, and has contributed to several Royal Commissions in an executive capacity. Tessa has worked across multiple Victorian Government departments and agencies, as well as in the health, research, and university sectors. Throughout her career, Tessa has been dedicated to advancing social policy and public health reforms that promote equity, opportunity, and integrity.
